OHRA Doctrines & Principles of the Coordinated Wraparound Services
Preamble
Orpe Human Rights Advocates affirms the inherent dignity, worth, and rights of every human being. This Charter establishes the guiding doctrines and principles for the provision of coordinated wraparound services. Our goal is to restore human dignity, empower underserved communities, and ensure equitable access to justice, housing, health, and economic opportunity.

Core Doctrines
1. Holistic Human Dignity Doctrine
We commit to addressing the whole person - legal, social, emotional, health, and economic needs — recognizing that human dignity is restored only when all aspects of life are supported.

2. Equity and Access Doctrine
We uphold the principle that all individuals deserve equal access to services regardless of race, ethnicity, gender, disability, income, or circumstance. Priority is placed on underserved and marginalized communities.

3. Client-Centered Doctrine
All services must honor client voice, choice, and strengths. Each client’s goals and aspirations form the foundation of service planning and delivery.

4. Integrated Service Doctrine
We recognize that no single system can meet all needs. Therefore, we commit to coordinated partnerships across legal, social, health, housing, and educational sectors to maximize impact and minimize duplication.

5. Advocacy and Empowerment Doctrine
We advocate for systemic reform while equipping individuals with tools, knowledge, and resources to achieve self-reliance and long-term stability.

6. Cultural and Community Responsiveness Doctrine
All services must be culturally informed, linguistically accessible, and rooted in respect for community traditions. We actively seek community engagement to shape programs and priorities.

7. Sustainability and Continuity Doctrine
Services must be designed for long-term stability, not short-term fixes. We commit to continuity of care, helping clients transition from crisis to independence.

8. Accountability and Transparency Doctrine
We pledge to uphold the highest standards of ethics, transparency, and accountability in service provision, governance, and financial stewardship. Impact measurement will remain central to program development.
