Functional Structure for Delivering Crisis Intervention and Dignity Restoration
A comprehensive functional structure of Orpe Human Rights Advocates explaining what each staff role does, how they relate to one another, and how they collectively deliver crisis intervention and dignity restoration. This structure aligns directly with integrated human & social services best practices and can be used for organizational manuals, grants, audits, and onboarding.

I. EXECUTIVE & STRATEGIC LEADERSHIP
1. Executive Director (ED)
Primary Role: Organizational leadership, vision, and accountability
Core Functions:

Sets strategic direction aligned with OHRA’s mission

Ensures legal, ethical, and financial compliance
-
Represents OHRA with donors, governments, partners, and the public
-
Oversees senior leadership and approves organizational policies
-
Ensures dignity, rights-based, and trauma-informed principles are institutionalized

Decision Authority: Final authority on strategy, budgets, partnerships, and risk management
2. Director of Programs / Chief Programs Officer (CPO)
Primary Role: Program design, quality, and integration
Core Functions:

Translates OHRA’s mission into operational programs

Oversees all service departments (housing, legal, health, employment, family)

Ensures integrated service delivery (“No Wrong Door” model)

Leads program monitoring, evaluation, and continuous improvement

Chairs multidisciplinary case conferences

Supervises: Program Managers, Clinical Supervisors, Case Management Unit

II. OPERATIONS & PROGRAM MANAGEMENT

Primary Role: Day-to-day management of specific service units

6. Legal Advocates / Legal Counsel
Primary Role: Rights protection and legal stability

Accompany clients to court or administrative hearings

Ensure due process and procedural fairness

7. Healthcare & Mental Health Staff
(Nurses, Therapists, Counselors, Health Coordinators)

Primary Role: Physical and mental health stabilization and healing
Core Functions:

Conduct health and mental health assessments

Provide or coordinate trauma-informed care

Support substance use recovery when applicable

Ensure continuity of care with external providers

Advise case teams on health-related risks and needs
