Functional Structure for Delivering Crisis Intervention and Dignity Restoration

A comprehensive functional structure of Orpe Human Rights Advocates explaining what each staff role does, how they relate to one another, and how they collectively deliver crisis intervention and dignity restoration. This structure aligns directly with integrated human & social services best practices and can be used for organizational manuals, grants, audits, and onboarding.

I. EXECUTIVE & STRATEGIC LEADERSHIP

1. Executive Director (ED)

Primary Role: Organizational leadership, vision, and accountability

Core Functions:

  • Sets strategic direction aligned with OHRA’s mission

  • Ensures legal, ethical, and financial compliance

  • Represents OHRA with donors, governments, partners, and the public

  • Oversees senior leadership and approves organizational policies

  • Ensures dignity, rights-based, and trauma-informed principles are institutionalized

Decision Authority: Final authority on strategy, budgets, partnerships, and risk management

2. Director of Programs / Chief Programs Officer (CPO)

Primary Role: Program design, quality, and integration

Core Functions:

  • Translates OHRA’s mission into operational programs

  • Oversees all service departments (housing, legal, health, employment, family)

  • Ensures integrated service delivery (“No Wrong Door” model)

  • Leads program monitoring, evaluation, and continuous improvement

  • Chairs multidisciplinary case conferences

Reports to: Executive Director
Supervises: Program Managers, Clinical Supervisors, Case Management Unit

II. OPERATIONS & PROGRAM MANAGEMENT

3. Program Managers / Service Line Coordinators

One per core service area)

Primary Role: Day-to-day management of specific service units

Core Functions:

  • Manage staff and workflows within assigned service area

  • Ensure service standards and SOPs are followed

  • Coordinate with Case Management for client integration

  • Track service outputs and outcomes

  • Manage partner referrals and MOUs

  • Emergency Shelter & Housing

  • Legal Services & Rights Protection

  • Healthcare & Mental Health

  • Employment & Education

  • Family & Child Services

III. DIRECT SERVICE DELIVERY ROLES

4. Social Workers (Clinical / Generalist)

(One per core service area)

Primary Role: Day-to-day management of specific service units

Core Functions:

  • Manage staff and workflows within assigned service area

  • Ensure service standards and SOPs are followed

  • Coordinate with Case Management for client integration

  • Track service outputs and outcomes

  • Manage partner referrals and MOUs

Service Areas Include:

5. Case Managers (Central Coordination Role)

Primary Role: Client navigation and service coordination

Core Functions:

  • Serve as primary point of contact for clients

  • Develop and manage the Individual Dignity Restoration Plan (IDRP)

  • Coordinate services across all departments

  • Monitor progress, timelines, and outcomes

  • Advocate for client needs and rights within systems

Key Principle: One client, one plan, one case manager

6. Legal Advocates / Legal Counsel

Primary Role: Rights protection and legal stability

​

Core Functions:

  • Conduct legal screenings and rights education

  • Provide legal representation or referrals

  • Support immigration, housing, benefits, and civil rights cases

  • Accompany clients to court or administrative hearings

  • Ensure due process and procedural fairness

​

Works Closely With: Case Managers, Social Workers, External Legal Partners

​

7. Healthcare & Mental Health Staff

(Nurses, Therapists, Counselors, Health Coordinators)

​

Primary Role: Physical and mental health stabilization and healing

Core Functions:

  • Conduct health and mental health assessments

  • Provide or coordinate trauma-informed care

  • Support substance use recovery when applicable

  • Ensure continuity of care with external providers

  • Advise case teams on health-related risks and needs

​

Core Standard: Healing-centered, confidential, client-consented care

IV. EMPLOYMENT, EDUCATION & FAMILY SERVICES

8. Employment & Education Specialists

Primary Role: Economic self-sufficiency and skills development

Core Functions:

  • Assess skills, education, and employment readiness

  • Connect clients to training, education, and job placement

  • Build employer and training partnerships

  • Support credentialing and certification access

  • Track employment and education outcomes

9. Family & Child Services Specialists

Primary Role: Family strengthening and child protection

Core Functions:

  • Conduct family assessments and safety planning

  • Coordinate with child welfare systems

  • Support parenting education and family reunification

  • Advocate for children’s best interests

  • Monitor child safety and permanency outcomes

V. SUPPORT & ENABLING FUNCTIONS

10. Administrative & Finance Staff

Primary Role: Organizational sustainability and compliance

Core Functions:

  • Financial management and reporting

  • Payroll, procurement, and budgeting

  • Grant compliance and documentation

  • Administrative support to programs
