1. Introduction

Orpe Human Rights Advocates is an international faith-based humanitarian and advocacy organization established to advance the divine mandate of Restoring Human Dignity. The organization operates at the intersection of faith, justice, and human development;  promoting human rights, reconciliation, and sustainable transformation in communities affected by poverty, conflict, and social inequity.

OHRA’s organizational structure is designed to embody both divine governance and institutional professionalism, integrating spiritual oversight with strategic and operational management across its global programs.

2. Governance and Leadership Framework

At the apex of the organization is the Board of Trustees / Council of Spiritual Governors, which provides ultimate spiritual, ethical, and policy oversight. The Council ensures that ORPE-HRA’s global strategies, decisions, and programs remain anchored in biblical principles, divine justice, and moral integrity.

Reporting to the Council is the Office of the International Executive Director (IED): The highest executive authority responsible for global coordination, leadership, and representation of the organization at the international level. The IED ensures doctrinal alignment, strategic direction, and effective implementation of global priorities.

Supporting the IED are three key offices that bridge faith and operational practice:

  • Office of Strategic Policy & Development: Responsible for global strategies, governance frameworks, and innovation.

  • Office of Faith and Ethics Integration: Ensures that spiritual values and moral standards are reflected in all programs and policies.

  • Office of Global Communications & Partnerships: Manages advocacy, media, and partnerships with UN agencies, NGOs, and faith institutions.

3. Core Program Divisions

The organizational structure operationalizes OHRA’s divine mission through five core program divisions, each advancing a strategic dimension of its humanitarian and advocacy work:

  1. Division of Human Dignity & Justice (DHJ)

    • Human rights monitoring, legal defense, and governance reform.

    • Advocacy for the protection of vulnerable and marginalized groups.

  2. Division of Social Transformation & Empowerment (DSTE)

    • Community development, education, and vocational training.

    • Women’s and youth empowerment for sustainable livelihoods.

  3. Division of Humanitarian Response & Resilience (DHRR)

    • Crisis intervention, disaster risk reduction, and resilience-building.

    • Post-crisis recovery, health, and shelter support.

  4. Division of Faith, Reconciliation & Peacebuilding (DFRP)

    • Interfaith dialogue, mediation, and peacebuilding.

    • Truth and reconciliation initiatives and community healing.

  5. Division of Education, Research & Ethics (DERE)

  • Division of Finance & Resource Mobilization (DFRM): Oversees financial management, donor engagement, and grant stewardship.

  • Division of Human Resources & Volunteer Development (DHRVD): Manages staff recruitment, capacity building, and leadership development.

  • Division of Communications, Advocacy & Public Affairs (DCAPA): Directs strategic communications, campaigns, and public engagement.

5. Regional and National Structures

ORPE-HRA operates through a decentralized global framework comprising:

  • Regional Offices in Africa, the Americas, Europe, Asia-Pacific, and the Middle East:  Adapting global strategies to regional contexts.

  • National Chapters and Local Community Hubs: Implementing programs at the grassroots level through partnerships with churches, NGOs, and civil society.

This structure ensures contextual responsiveness, local ownership, and sustained community impact.

6. Oversight, Ethics, and Accountability Mechanisms

To maintain integrity and transparency, ORPE-HRA’s governance is supported by independent oversight bodies, including:

  • International Advisory Council: Provides high-level strategic and technical counsel.

  • Ethics and Doctrinal Review Board: Ensures theological soundness and ethical compliance.

  • Monitoring, Evaluation, Accountability & Learning (MEAL) Unit: Tracks program performance, outcomes, and institutional learning.
